A BSc graduate with about 12years experience in private sector and a fresh BSc graduate with no experience. If both get an opportunity in govt job, are they going to be placed at the same grade level?

Depends on the job openings I.e EH/GT I may be wrong though

Please is it true that recruitment is currently ongoing for Nigerian Correctional Service ie Nigerian prisons service?

yes but because of ur experience u may b handling I bigger portfolio Dan him DAT is fresh graduate..... Same applied to master holder and bachelor degree holder

Yes.... both will be on the same level, in fact, the younger graduate might even head the older fellow, were they to actually follow who assumed duty first.

It depends on the connection and the available space. However, a friend got federal government job last year and he was given level 9, instead of level 8.
