Balogun never reached out. Leon himself confirmed Keshi called him up to ask him if he would be willing to play for SE. Vicmo was definitely spoken to as well before he decided to rep the GWG. Reaching out doesn't mean you will be perpetually going after a player if he says no. It's about letting them know that if they change their minds the door is always open.
