Or you don't know they have very large natural gas that they don't want to drill because of global warming, so Biden prefer to buy oil whereas Trump drilled and sold oil that was why it was as if their economy boomed then.

The reserve they are talking about is not the oil that is in reservoirs inside the ground and not yet exploited.
The reserve is (unrefined) produced oil that is stored away in "tank farms" to cushion disruptions.
