To tell the whole undiluted truth,, the innocent villagers and the people that are living in these locations where these Unknown Gunmen and deadly criminals have their base know the exact locations where these people have their camps. But they cannot report them.
It's not that they are afraid to report these criminals, but that the people that they are supposed to report to had made it a very risky endeavour.

The most heartbreaking truth is that THE POLICE themselves know these camps which they prefer to call “Hide-Outs”. These same POLICE know these men in person, and they are in constant communication with them.
They do dirty deals with these criminals, and that is why they do things and go free.

For goodness's sake, how can it be that a concerned citizen noticed some criminal activities in a location, and the police mantra of “if you see something, say something, and do something” came into his head, and he rushed to the nearby police station to make a report, he paid some money in order to write a “statement”, the money being tagged “money for opening a case file”, and that would be the end of it..

If the person persisted, they would start to ask him lots of questions, like how many criminals are in the Hide-out, what type of weapons do they use, and lots of more questions which an ordinary person cannot easily answer if he had not been inside the camp before, and if the person didn't answer “Any” of the questions correctly, that would be the end of it.. They would just dismiss the case by telling him that they are going to do investigations on the case.

If the person continued in his persistence, and that is, after the person might have gotten the answers to the critical and sensitive questions which they were asking him earlier, they would then tell the person that if he wanted something to be done quickly about it, that he should mobilise the police for such an operation.
They would do some quick calculations and call-out some huge amount of money, hoping to scare the person away after he must have heard such an amount.

If the person still went ahead and agreed to pay the money, then they would apply the ultimate trick, which is to tell the person that they would mobilise as soon as possible, and that they would call him on the phone when they are ready, so that he would come and take the policemen to the criminals’ Hide-out.

Worst of it all,, there is no guarantee that the identity of this person would be protected in such operation, neither is his security guaranteed too.

Thus, he would part with his money in order to save his community, then he puts himself at the risk of death, and also at the risk of future attacks on himself and the members of his family since his identity might get revealed to these criminals in such an operation.

Meanwhile, while the POLICE might be pretending to get themselves ready for the operation, they might also give these men a pre-information, so that they would vacate their camp, and then, they would come in on the camp and meet it “Empty”, then they would do some “scavenger” jobs, and ransack the whole place and seeking for “Exhibits”.
They are after “Exhibits”, rather than the criminals themselves.
Imagine such disgrace.!!

And that would be all.. They won't repeat the operation again in order to arrest them.
Even if the person persisted again, they would begin to assure the person that they had taken care of the case, and that they have left the camp, and that they wouldn't disturb the vicinity again..

People are rejoicing about the news of the Camp of these criminals that was invaded by the Military at Aguluezechukwu, but nobody asked questions why the criminals left some hours before the arrival of the Military men.
They rode on hundreds of motorcycles and left their camp through bush paths.

Who leaked such information to them that the Military is coming-in on them?
Why didn't the Military Circle The Camp?
Why did they attack in ONE Direction?? Anyways, the attack method is not the problem here, but the leaked information.
That was what foiled the attack in the first place

The Nigerian Police Usually Sensitize The Public By Using The Mantra:
“If You See Something, Say Something, And Do Something”

But then, if you see a hidden crime, or you heard some people planning of commiting a crime, or you have some intelligence tips to share with the police, and you headed to the Nearest Police Station to give them a tip-off, they would tell you to write a police statement.
They would demand for your full identification details, and they would also demand for every information about you.
Even if you called the police on any of the numbers they gave out to the public during their sensitisations, the receiver of your call would still direct you to go to any Police Station nearest to you.
And when you get to the station, you would definitely write a statement, and you would pay for the opening of the case-file for the statement - that is, the usual money for writing and filing police statements.

And most annoyingly, they would not do anything again about that report of yours, unless you be the one to mobilise them..
(For sure, they would tell you that they need money for logistics, and for fueling their vehicle).
So you have to mobilise them, if you're really serious about the yet-to-be-committed crime that you are reporting about.
And devil would punish you if the crime later got committed - just because they were not adequately “mobilised”, and it happened that the crime turned out to become a case that attracted public interest or the interest of an elite who got the superior officers of the police involved in the case too, then the officer who took your statement would immediately come for your arrest. They already have every information about you when you initially reported the yet-to-be-committed crime, so you're the prime suspect.

Is there any way I can report a yet-to-be-committed crime, or give a tip-off of such crime to the police without writing any police statement, without giving them any money for mobilisation, and also without giving them my full identification information??

Various towns people had gathered and gone to them to beg them to come to the hinterlands, that they themselves would show these military men the “Hide-outs” of these criminals.
But these military men would always say that they are acting on orders.
