The motive behind Dangote refinery cannot help Nigeria. Rather than targeting lower prices for his output, he has a bill on Buhari table to reduce fuel importation by 90% once it start functioning.
Anyone that will import more fuel will first get approval from Dangote.
Can his refinery meet Nigeria daily local consumption of pms?. What happens when it's underproducing? So, he will start fixing the price of PMS like he's doing with cement. Dangote thrives in destructive Monopoly

Most of the money used to build that refinery came from loans secured from local and international banks as well as the African development bank ($6bn). An additional $1bn came from afrexim bank

Dangote also put up some of his money.($3bn)

About the only government money that came in was from the CBN and it was a loan.(75bn naira) .NNPC also bought a 20% stake at 2.8 billion dollars.

No looted funds whatsoever. No waivers even.

And even then he may still lose money if government keeps subsides on petrol in place

It costs over 200 naira to refine a liter of fuel. We want to buy it at N162 per liter or lower. With that in mind who wants to refine fuel at home? And lose money?

You know, some of the subsidy money goes to them too.

Bovas by the way does not refine petrol. They produce LPG.

Matrix and ap sell petrol and drill for oil and matrix also makes fertiliser. They don't refine crude into petrol either.
