Both. Which is why they've dominated the battles against werewolves for 500 years. Vampires are both born and can turn humans. Werewolves get their abilities from birth alone. A bite from a werewolf to a human is fruitless, except just harming the human.

Buh have read some documentries where humans turned to warewolves from a warewolf bite
