In 2009 I took a job as a credit analyst (processing credit cards applications) in one of the major American banks with an extension in Canada.(Citibank).
Citibank have few extensions in Canada known as Citi Financial, Citicards Canada .... I was working for Citicards Canada.

All you will need to do is to walk in a school for enrolment. Most likely the school board will recommend to enrol him in a school near your home address. But it isn’t always the case.

Will your 5 year old be 6 by the time you land ?
If he will be less than 6, you will have to enroll him in kindergarten which is also free

Kindergarten starts at 4 in most Canadian provinces.
However, in some jurisdictions, a 3 year old can be admitted if he is close to 4 year old by September. He can be admitted if he is few month short of 4 year old by September.

In other places, a child has to be 4 year old by September 30 to qualify.
You should speak to the school to see if your 3 year old would qualify.

In any case, it seems like what I did as a credit analyst is different from what you will be doing at TD

I believe the person who decline to give you a credit card is a credit analyst. How then will he come up with the decision of approving or rejecting the credit card request?
He would have to pull up your credit bureau to make the decision. Unless you have told him you are new to Canada and it became obvious that you have no credit rating. I remember back when I was a credit analyst, I could reject some applicants from the onset without even pulling their credit bureau. This usually happened when the applicant was a newcomer or wasn't a resident of Canada.

Honestly, I think you are already half of the way there with your actuarial background. I'd supposed you also use R already. If you understand some other programming language like python, you just need to find a certificate course in data science and understand exactly what it entails. Then you start shooting your CV out there

Also, the cost of living in Canada is higher than in the UK, and transportation and services are subpar. While in the UK, there are excellent transportation options at reasonable prices. No insane people are requesting tickets on roads where you can travel safely. In Canada, however, the situation is the inverse. So, in my opinion, moving to the UK from Canada is a fantastic idea. Read this guide. Salary levels in Canada are higher than in the United Kingdom. Because salary is determined by work experience. So, various studies have shown that Canada has a high salary rate. Because Canada is the world's most educated country.
