I am sure Xavi had an input in deciding the players recruited, and as you can see he didn't insist on Barcelona recruiting players from a particular league or players he has worked with. Let's face it ETH is narrow minded. He could have recruited two solid midfielders with the money he wasted on martinez, he could have gotten 2 out Bissouma, Telemann, Konrad leiner, Parades etc.

Obviously Xavi has an input. Every manager does. But it's about drawing up realistic targets as making sure the manager is okay with them.
