Basically, government sets prices for the discos and gencos, not the discos and gencos themselves, (unlike say MTN that has freedom to set its own prices).

Nope. Mostly private since 2013. (You can check google ). Only Transmission is government owned...but even then it depends mostly on revenue from the private owned discos and gencos.

Even if it was government owned, government was setting the prices below what it cost to produce power.

That is the main reason why we don't have power...government running the sector at a loss..which promotes corruption and lack of finances to maintain stuff.
