This is a very good development as this will ease the traffic especially on weekdays from commuters within southern part of Kd moving to and fro to the Kd central.

You see the problem with Nigeria.
Was a great read until I got to the point where it says '...but we have been unable to get (an interested party) to operate it.

Which means the people are not interested in the project. Which means the government is forcing it on them, which means it is a white elephant destined to be an albatross on the back of government for years to come.

This is not how nations develop. There is no synergy between leaders and the led. We should understand that Government exists to organise society, period. Government is the sum of all the aspirations of the people it serves.

In this case the rail and BRT for which this loan is taken will have come about by exhaustive interaction, deliberations and advocacy between the people and government perhaps over several years by which plans and programs will have evolved, in a scenario whereby government will have said, 'we don't have the means, etc' and the people will have ended up with a plan to fund it by loan with another plan to repay by commercializing it.

Such that ownership, management, financial plans, even ticketing prices will all have been agreed by government and the people, a solid feasibility study before any action us taken. Only then can the development by a success.

But in Nigeria, Africa, attention to details, consultancy, consultation, plans, procedures and the ability to build values into a society is severely lacking making leadership so tempestuous.

We really need to raise our game. How can you conclude on a public works project of such importance with the primary components of it's success completely left out. If you already have the name of the 'gbese provider' and you don't have the name of the 'gbese repayer', is that not trouble you are looking for. Who takes a loan without a name by which it is to be paid or a plan by which it is to be serviced...

If the people who are the owners of government are not front and center of this development, how will it transit government when the title holders are out of power.

When the next government pulls out of the project, you will later read that the state owes the Indian company $100 million contract obligation, similar to Ajaokuta, Afram and PI&grin.

This is what state capture looks like they tried it in South Africa but failed, but they have been very successful in Nigeria and DR Congo

According to the French Ambassador, this is a €110m euro project but only $6m has been secured. How will the next government raise the balance?. I hope this is not a plan to have another light rail that would take 20 years to complete like we are heading for in Lagos.

It's taken Lagos 16 years to complete a phase of less than 50km and the ambition of Lagos is to have like 300km. Hmmm

Ordinary $6 million is what a whole Kaduna cannot raise within a year or two.

It's laudable they're building rail and BRT, it's pathetic borrowing is seen as a norm in a country where wastage of public resources is the norm.

Even the borrowing Lagos did, they can raise that money internally within a few years. But borrowed money is like stolen waters, always sweet in the mouth of the thieves.

Until the next generation start battling the problems of the past compounded with the challenges of the future.

I think many people in Nigeria have the wrong mindset regarding loans especially of this type, but if you are an observer, you will realize that they are often better than internally generated fund.

When a loan is taken, the project is structured in such a way that the govt provides a counterpart fund in % and the other institution provides a %, say govt 15% and the institution 85%, this has been the practice for most of the projects undertaken by this admin, the loan is managed by the institution which releases a % after completing an aspect of the project and it's been certified by both sides.

When a loan is given, it's not just handed over in bulk to the govt to do with as it wishes. % of it is released only after a target has been met. Check from Mambilla to the rail projects being done. The only avenue for sleaze may be in connivance with the contractors in form of % and inflating th cost of certain things in the project, but given that for many ambitious project, not many politicians can hook foreign contractors unto doing their bidding, they have to resort to local contractors who are mostly political associates and fronts.

Infact, project funding with loan in Nigeria is even more transparent than with govt funding with the kind of bereaucracy and politicians we have.

Why can't these Governors solve the basic needs of the people first? Provide Pipe-Borne water, quality education, health facilities, a central sewage system, good roads, waste disposal systems etc. Forget about these light rail, stadiums, mega auditoriums and other white elephant projects.

What can $6m do for a light rail project? Are you kidding me? USD 6 million, seriously?

There's something called credit rating..
Assume you have 100 million naira. You want to invest in a project, let's say a gigantic rice mill. The rice mill will cost 30 million. It is best to take loans for the project. The wisdom is to improve your appeal as a stable and trusted customer. You do not fork out the whole 30million, you go for a percentage. As you build more trust and acceptability in the Bank, a day will come when you have a project valued more than you can afford. Your trust will be sufficient to get the fund for it. This is called CREDIT RATING.

Very sound, concise and apt analysis.

This kind of analysis would be too much IPOB and their nzogbu nzogbu mentality

If we don't challenge the status quo, how can things get better? Less than 20 percent of Lagos road users ply the BRT lane in Lagos, yet the lane in most axis occupy about 1 quarter of the main road. Some form of creativity and flexibility will enhance the system.

Smart governor following the footsteps of Lagos. Governors that move close to Tinubu get visionary ideas to run their states like Lagos unlike some theoretical presidential candidates quoting China but not respected even by the governors that succeeded him. Tinubu is light years ahead !

Isn't there other ways of making a bigger impact on transportation? Kaduna doesn't have the commuters to support a railway and bus service. Figures are always overblown ... but even if it's 100K persons per day... what old be the fare per ride to make the operation break even? ... would the 100K people be willing to pay?... or continue to use their usual transport? Money does not circulate in Kaduna as it does in Lagos... but the cost of operation is the same. Why not build a wider road network if congestion is a problem?... there is space unlike Lagos. Another misplaced priority ... thanking France for giving loan. H wouldn't France?... and India? He should come out and say the terms of the loan. He just put a weight on the heads of his people ... celebrate now ... but the harsh payback will add sufferings for yearsss to come.

Awka started this development under OBI and he delivered it within 2 yrs…these are the reasons I will want to vote OBI as president.

But instead, they tell us about one WAEC bullshit, how OBI invested in a beer parlor business, how he rejected land offer, how he got advice from a mad man on security, how he left 100B in cash while he issued checks to debtor to access the funds.
