It is easy to say that FG shouldn't borrow to finance capital projects or salaries, but when you're faced with social upheaval and your revenue drops in the meantime you will know that theory is different from practice.
On QE I believe we shouldn't adopt the policy wholeheartedly without looking at the angle that we don't have enough in our control to regulate the market, this will lead to many capital chasing few commodities and in the long run leading to economic decline.
The best way to move forward is a lean and efficient government but in a multi-ethnic and multi-religious country like ours any such attempt to create such government will be looked at with
suspicion and you will be hearing cries of marginalisation from different quarters, this is easier to achieve at the Sub-National level where the stakes are not much higher and homogeneity is largely present.
In 2021 PMB granted Financial Autonomy to the State Assembly and Judiciary and Local Government but the Governors fought against it in unison, and the public went quiet without realising that without financial autonomy to these tiers of government they're more or less like employees hired in the service of the Governors who can punish them by withholding their salaries when they don't do their bidding.

1. Security - Reforming the police is one humongous task and if he can pull it off...
2. Economy - what exactly are we going to produce? Surely we can't compete in the technology area.
Agriculture you say? That would be interesting. A lot of investment is obviously needed in that area. Where do we source the investment from?
3. On governance - Cutting spending? Is he going to close some parastatals or reduce salary for government workers, officials including the presidency?
4. On power - For me oh, this is the number 1 problem after security. Fix this and we will all be smiling to the bank. haha.
5. Corruption - He is going to cut spending and then stop corruption? Again, if he can pull this off....

There will always be money to embezzle just build the damn project that will ensure national development but no corner all the capital funds and leave a white elephant project to deal with.

Nobody seriously believes that no is chopping from the infrastructure PMB has/is built/building but at least something has actually been done which we can all see.

That's why anytime I remember how OBJ or GEJ blew the opportunity to build any visible lasting infrastructure it makes my blood boil. Nobody is saying don't give contracts to your friends or cronies but bloody do something.

What makes it more laughable is that the Ethiopian rail is fully electric...Much more expensive to build, yet it is just double of a 27km rail in Nigeria.

It is funnier that educated people don't ask questions; Just do projects and lets celebrate.
Yet, the governor or minister has siphoned half of the money for him and his family.

Nigeria is not going to get better. Forget all these analysis here and there.

On Security - No President can create state or local police without the NASS, Governors and State House of Assemblies because it's a constitutional matter.

On Economic - Our economy is already diversified, oil contribute less than 10% of our GDP. The Buhari administration has been running a Agric economy with lots of agricultural policies, schemes and programmes. For us to farm what we eat, we need to move from subsistence farming to large scale farming. We need manufacturing and industrial clusters all round the country to quickly ramp up our manufacturing and industrial capabilities. The Buhari administration tried with the MSE clinics they started but the impact hasn't been felt yet. We also need to cut down on bureaucracy time which frustrate investors and contribute to our low ease of doing business ranking.

We also need a change to our fiscal and monetary policies as inconsistent fiscal and monetary policies that Buhari/Emefiele has forced down on us has affected the economy.

On Governance - We need an effective and productive work force i.e Civil Service. For any government to function optimally you need those entrusted with public responsibilities to actually do the job they are being paid public money to do. The Orosanye recommendation on restructuring the civil service should be implemented irrespective of whatever labour will say or not. We cannot be doing the same thing over and over and expect different results. Also strengthen NFIU, ICPC to make sure that all leakages, corrupt practices and ghost workers are plugged.

On Power - The renewal of Discos licenses will be next year (or this year, I'm not really certain atm) and I expect whoever becomes President should not renew all these Discos license because it's obvious that they do not have the capacity to run an efficient power distribution company. This current NASS has passed constitutional amendment to take power and rail out of the executive list to the concurrent list which will enable states and private investors to invest in the power sector and embark on power projects. (Same for rail). The Siemens deal also will considerably increase our power situation when completed. Completion date is 2025.

On Corruption - Like GloriousGbola said earlier, corruption seems to have eaten deep into the thick and fabric of the nation. Right from the top to the woman in the market, corruption is everywhere. We first need a more robust institution empowered to fight corruption among the elites, EFCC needs to be reorganized and sensitize for efficient delivery of the core mandate. When there is consequences for action and not delayed justice that takes several years to get and the perpetrator still walking away under one or two technicalities then we will go no where.

I also like the ideal of the credit system proposed by Tinubu. When we move from cash based transaction for every of our needs and we can use credit to access these needs, I believe it should reduce corruption especially in the civil service and middle class.


In all of this, only one candidate has the capacity to proffer solutions to these mirage of problems. He has done it before and he will do it again.

Well, the rail line was originally a world Bank project funded and overseen by the world Bank. There were multiple consultants attached to it. This was also one of the reasons for delays because the loan is paid in tranches and each tranche has to be guaranteed by the FG. At a point the then admin did not do anything. I am not sure it is still world bank funded.

The point I am making is it was initially overseen by wb. Also it was originally awarded to multiple vendors but now it seems to be only ccecc. CCECC will always give you lowest price but any variation, you are OYO

Finally the argument it cost x amount here vs y amount there doesn't quite fly because of what we call greenfield vs brownfield.

Also because of ground

Greenfield means you are building in virgin territory. No houses to demolish, no rubbish tips to clear and sand full, no utilities in your way. This project has necessitated relocation of 33kv power lines, nnpc pipe line, demolitions etc. All these add to the cost

In addition most of Lagos is waterlogged. That means raft foundation. A raft foundation is x10 cost of strip foundation. And that is for buildings. For a bridge carrying a rail line

Just to point out

And there is another difference. We actually have the rail line. And it will work. That is the difference. It is not what I call a showroom piece - that will look good in the shop and never be used after ceremony, but an actual utility

Now chief this is the upteempth time you will come out of the blue to misconstrue my statement and conclude what I didn't say in my post. Please stop it this is a new year.

Now to address directly what you said of course it's common sense to interrogate the budget of projects world over. I was speaking to the Nigerian malaise of monies being allocated for projects and it being completely siphoned without any getting done but how that means I'm justifying corrupt inflation of projects only you can explain.

I don't know the exact details of how much should have been expended on the blue line and on the surface it looks inflated however it will help when making comparisons to give detailed breakdowns of how such figures were arrived at because for example compensation for owners of land along the right of way, nature of terrain usually go into the cost. That in no way isn't saying blue line didn't cost too much but more details are needed before arriving at an absolute conclusion.

I'm not asking for a Jinnee that will magically make everything in the country better. I want someone who will take practical realistic steps that will improve the country. Problem solvers remedy situations not because the environment is ideal or perfect but because they think out of the box.

You did not include that the blue rail line is been built in a populated area which also includes access road, bridges, compensations for buildings and assets and the likes.

The project was also a World Bank funded project at the start unless of course we all know more than world bank who were the backbone of the project when it was awarded.

You are an engineer, so i expect you to know how long 752km is in reality.

The railway has 61 bridges built for it. That is no small feat.

The Blue rail is not even a heavy guage rail. The Ethiopian rail is. The Blue rail is not even electric.
The Ethiopian rail is.

The raft foundation you talk about starts from Orile to Marina. That is a 10km distance or so. Max is 15 km

Thank you for expanding on my point. That's why it's cheaper and easier for example to build roads in the northern part of Nigeria than the South because of issues around soil texture and terrain.


Government expenditure without doubt should be looked at closely but it should be done with rigorous research and vigor.


Some of our journalists too don't help matters like the issue of sovereignty clause that was inserted into the contracts of the railways the Chinese built for Nigeria. Some people actually believed the Chinese will seize the country's railway incase of debt default on Nigeria's part. Unfortunately the brouhaha from the matter has discouraged the Chinese from funding the remaining part of the line from Ibadan to Abuja.

Well, the rail line was originally a world Bank project funded and overseen by the world Bank. There were multiple consultants attached to it. This was also one of the reasons for delays because the loan is paid in tranches and each tranche has to be guaranteed by the FG. At a point the then admin did not do anything. I am not sure it is still world bank funded.

The point I am making is it was initially overseen by wb. Also it was originally awarded to multiple vendors but now it seems to be only ccecc. CCECC will always give you lowest price but any variation, you are OYO

Finally the argument it cost x amount here vs y amount there doesn't quite fly because of what we call greenfield vs brownfield.

Also because of ground

Greenfield means you are building in virgin territory. No houses to demolish, no rubbish tips to clear and sand full, no utilities in your way. This project has necessitated relocation of 33kv power lines, nnpc pipe line, demolitions etc. All these add to the cost

In addition most of Lagos is waterlogged. That means raft foundation. A raft foundation is x10 cost of strip foundation. And that is for buildings. For a bridge carrying a rail line


Just to point out

And there is another difference. We actually have the rail line. And it will work. That is the difference. It is not what I call a showroom piece - that will look good in the shop and never be used after ceremony, but an actual utility

Thank you for expanding on my point. That's why it's cheaper and easier for example to build roads in the northern part of Nigeria than the South because of issues around soil texture and terrain.


Government expenditure without doubt should be looked at closely but it should be done with rigorous research and vigor.


Some of our journalists too don't help matters like the issue of sovereignty clause that was inserted into the contracts of the railways the Chinese built for Nigeria. Some people actually believed the Chinese will seize the country's railway incase of debt default on Nigeria's part. Unfortunately the brouhaha from the matter has discouraged the Chinese from funding the remaining part of the line from Ibadan to Abuja.
