Not much will be done by the international community.

The problem comes from how the CBN decided to go about replacing the Notes, within a short time frame because of political reasons.
Combined with the fact that Nigeria is a heavily cash based society.

You get people like this acting out of desperation.

Notes should be taken out of circulation very slowly while the new notes are also released slowly. Here, the old $5 bills were taken out while the new ones were introduced and the total time was almost two years.

And the New naira notes were mainly made available sometime ending November, they tried to replace billions of naira within..

I think there were other intended effects they wanted, such as to make cash supply limited in the coming federal elections to possibly curb vote buying.
As well as a forceful implementation of the cashless policy, because digital money is easier to track and easier to tax.
Making the cash savings of insurgent groups worthless

Among other intended effects I think.

The scarcity is causing a tough situation, but I'm unsure on if the intended effects are really worth the suffering and desperation it's causing at the moment, or even if it will successfully work.
This is Buhari's and Emefiele's last tenure, I guess they really don't care about optics anymore.

Things are usually done backward in Nigeria. The country has not really progressed for a long time. 1 step forward, 10 steps backward.

I feel your worries. I don't think there is anything the international community can do as per the fuel scarcity or naira scarcity. Solution is to elect good leaders right from the presidency to the local government councillors.
