I think the guy who wins in the required 25% in the 24 states will be adjudged the winner.

I see only Peter Obi and Tinubu able to achieve that feat.

Both conditions must be satisfied for one to emerge as winner. Simple majority and 25% of votes in at least 24 states.

This is very wrong. There will be a second ballot to n the entire country between only the two candidates and whoever wins the simple majority will be returned elected.

First off, you need to know there’s a difference between rerun and runoff.

Secondly, there would be a runoff election between the top 2 contenders.

You can not declare the second position holder the winner because he/she only fulfilled one of the conditions required to be declared winner (although he/she scored 25% in at least 24 states, be/she didn’t get the majority of votes cast).

There is no confusion. The mandate goes to the candidate who fulfils the constitutional requirement. This makes the answer self evident but of course there are those who will insist on being confused
