Nigeria used to be like that, a country of 4 semi autonomous Regions. That was until Gowon and his Northern goons came to abolish all 4 Regions and create 11 states to replace them. Subsequent military rulers from the North then divided those 12 states until we got the 36 we have today

Basically, the North does not want that type of Nigeria you are talking about
