It happened in the United State not Nigeria

In US the law enforcement agencies can seize your asset without filing criminal charges against you.

If it was truly the case of civil forfeiture in the United State without the law enforcement agency charging him for any crime then it mean the case would be throw out of court because he wasn't charged for any crime in the first place. This is 80% likely what is going to happen .
