Satan is not a leader in any part of the world.
Almighty God is the Leader and Sole Ruler of the heavens and the earths. He doesn't share His kingdom with anyone.

This would have been inspiring except that even the bible acknowledged that Satan has powers. In fact one that is capable of gargantuan destruction.

Now, as far as those who are outside of God's Kingdom of God, I am yet to locate any particular scripture that definitively states that they are of the devil or manipulated only by Him. God has in the past used those of the heathen nations to bring His plan regarding Israel to fruition and He will continue to do so even until the end, so I am not certain that we can state that they belong to the devil at all.
