I think jail term is in criminal prosecution by police. This one seems to be civil.

This is not fair at all ...why not also get her to be locked up in the same cage for about a day or half (if we're trying to consider her age)... She shouldn't have to get away with that by merely paying a 30M fine.... what if she anonymously arranges thieves or thugs to deal with the said aide after the payment. Do a complete audit of her other aides and you will likely find out its a routine practice for her.
