Right now Djibouti is airport is the most militarized base in Africa.

Loads of allied aircraft have landed in the past few hours including Japanese C2, German Airbus A321, Canadian C17

The Zambia Air Force (ZAF) has ordered two turbine-powered Enstrom 480B helicopters for training pilots and personnel.

Enstrom Helicopter Corporation announced the sale on 17 April, although the contract was signed on 23 February by Zambia’s defence ministry. The helicopters will be based in Lusaka, and used for training and utility missions – a training package is included in the deal.

The helicopters will be equipped with cargo hooks and hard points for cameras, as well as Garmin avionics and glass panels. One helicopter will be supplied with a full glass cockpit and one with a hybrid glass and analogue panel to provide training with a flight deck similar to the gauge-equipped Mi-17s used as the mainstay of the fleet.

“We are very excited to be supporting the ZAF missions,” said Enstrom’s VP of Sales & Marketing, Dennis Martin. “The 480B will be a lot more efficient than some of the other light helicopters they were using, but with its performance and quick reconfiguration options, the 480B will provide the capability and flexibility they need.”

South Africa’s Safomar Aviation Group coordinated and assisted Enstrom in the sale to the ZAF, including logistics, specifications, and configuration of the Helicopters. Safomar operates a large regional maintenance, repair and overhaul (MRO) facility as well as a flight school, and both maintains and operates Enstrom helicopters throughout sub-Saharan Africa. Safomar has, for example, assisted in the sale of three Enstrom 480B helicopters to Botswana’s police service – the last of these was delivered in early 2021.

According to Shai Shalem, Managing Director of Safomar, “We are excited to have Enstrom back and under new management with exciting and excellent helicopter upgrades. It is an honour to have sold two of the first helicopters off the line under the new ownership. These 480B’s are just the right fit for military and Law Enforcement missions.”

Enstrom went out of business in January 2022 but was purchased by Surack Enterprises in May that year. Production under new ownership resumed some months later, and the first new helicopter was completed in January this year.

The Zambia Air Force has been gradually expanding over the years, taking delivery of light combat, transport and trainer aircraft over the last decade. In 2016, for example, it received six SF-260TW training aircraft, and six L-15 fighter-trainers from China. In 2019, two C-27J Spartan transports were delivered from Italy and a Gulfstream 650ER jet was acquired for VIP transport. Two Bell 412s were acquired from Italy in 2021.

Last year South Africa supplied a single second hand Bell 412SP helicopter and a second hand Cessna 208B EX Caravan, following the delivery from the United States of a single Cessna 208 EX in 2020.

SANDF working to evacuate 77 South Africans in Sudan

As the situation in Sudan continues to be volatile, Department of International Relations and Cooperation (DIRCO) spokesperson, Clayson Monyela, says the latest number of verified South African nationals stuck in the country is 77.

“They’re all in a WhatsApp group with embassy staff who are also still stuck there,” Monyela said on Sunday.

This comes after conflict broke out last week in Sudan between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF).

“Complaints of inconsistent, little or no communication from the team is noted. However, they’ve run out of diesel. There’s no electricity and therefore poor network coverage.”

Clayson announced that the team have since found a way to recharge batteries and will update the South African nationals regarding evacuation plans.

“Our security agencies are far advanced with the evacuation plan. Fighting has not stopped, so it remains a dangerous operation. The airport is closed and all routes are not risk-free.”

Government, according to Clayson, is doing everything possible to get South African nationals out of Sudan.

“Without revealing security plans, an option is being implemented and updates will be provided.”

The SABC said it has reliably learnt that a team from the South African National Defence Force (SANDF) was on its way to Sudan to evacuate South Africans on Sunday.

At the heart of the clashes are Sudan’s military leader, Abdel Fattah al-Burhan and the commander of the paramilitary, Mohamed Hamdan Dagalo.

According to reports, tensions erupted during negotiations to integrate the RSF into the country’s military as part of plans to restore civilian rule.

The United Nations (UN) said more than 400 people have been killed and more than 3 500 injured in the fighting.

Meanwhile, on Sunday, the Presidency, said South Africa reiterated its appeal to the parties involved in the conflict to heed international calls for an immediate ceasefire as unarmed civilians, including visitors from many parts of the world, remain stranded and fast running out of supplies.

The government expressed deep concern about the unfolding situation in Sudan, where violence erupted last week following a breakdown in negotiations on political and security sector reforms.

“We will engage directly with the leaders of the armed forces in Sudan as part of our endeavours for peace in Sudan,” the Presidency added.

The Presidency said the conflict in Sudan marks a setback in Africa’s efforts to silence the guns and usher in a sustained period of peace, stability and development.

South Africa is currently serving as a member of the African Union Peace and Security Council (AUPSC). In this role, the country has been seized with the situation in Sudan, working with other African countries towards peace and stability in Sudan.

South Africa supports the role played by the African Union (AU), Intergovernmental Authority on Development (IGAD) IGAD and the East African Community (EAC) in their mediation roles in Sudan.

ATPU DETECTIVES SHARPEN THEIR COUNTER-TERROR RESPONSE SKILLS
Detectives drawn from the DCI Anti-Terrorism Police Unit’s Emergency Response team (ERT) have today successfully completed a rigorous advanced combat riding course held at Kedong training camp in Naivasha, Nakuru County.
The highly specialized course that was facilitated by DCI partners including the US Embassy’s office of Anti-Terrorism Assistance under the Diplomatic Security Services, TripleTap Academy, Kibo and BMW Mistorrad, was tailored towards enhancing provision of immediate response capability to emergent and high-risk incidents requiring specialized skills and tactics.
The training included obstacle crossing skills, speedy maneuvers with an armed pillion passenger, target shooting while in motion among other skills.
Anti-Terrorism Assistance Regional Programs Manager Mr. Mike Solis noted that the Emergency Response Team is now equipped to better manage incidents and respond to the ever dynamic security situations expeditiously, specifically in response to terror threats.
Triple Tap Academy Instructor Mr. Sammy Onyango, an exceptionally experienced shooting coach, noted that the course participants received world-class training that exposed them to different scenarios, that would come in handy while responding to priority operations.
The coach who has been instrumental in training the team noted that similar trainings would continue to be offered, to ensure that ERT operates professionally, efficiently, safely, and effectively in guaranteeing public safety and security.
The Emergency Response Team is a highly skilled tactical unit in counter-terrorism, hostage rescue and close-quarter combat operations, that has received training locally and internationally.

South Africa begins evacuation of citizens trapped in Sudan

South Africa says it has begun evacuating dozens of its citizens trapped in conflict-hit Sudan.

“I can confirm that the operation to evacuate South Africans in Sudan and the staff at the South African embassy there is currently under way. They are being taken to a neighbouring country for safety,” foreign ministry spokesman Clayson Monyela told the press on Monday, without disclosing the country.

He did not give the numbers being evacuated or a timeline on when they would land in South Africa.

But earlier on Monday, President Cyril Ramaphosa told reporters in Johannesburg that some 77 South Africans were stuck in Sudan.

Ramaphosa also said South Africa would “assist other nationals” from “our region” who are stranded in Sudan.

South Africa joins countries worldwide racing to move foreign nationals to safety after the army and the paramilitary Rapid Support Forces began clashing across Sudan, killing hundreds and causing acute shortages of water, food, medicines and fuel.

Several countries, including Belgium, Canada, India, the Netherlands, the United States and France, have launched evacuation operations – some via Port Sudan on the Red Sea, which is about 650km (400 miles) northeast of Khartoum but nearly 800km (500 miles) by road.

Uganda commissions first locally overhauled Mi-24

The Uganda People’s Defence Force (UPDF) has reached a significant milestone regarding the domestic maintenance of its fleet after President Yoweri Museveni commissioned the first locally overhauled Mi-24.

Museveni on 18 April attended a ceremony at Nakasongola Air Base, where he inspected the first Mi-24P to be overhauled in Uganda, by Russian company Proheli International Services Limited. The aircraft was seen fitted with new dust filters, indicating possible foreign deployment. The aircraft was also upgraded for day and night operations and “will be used to curb the persistent cattle rustling and during other operations against terrorists in the region,” the UPDF said.

The Chief of Staff – Air Force Brigadier General David Gonyi – said the new facility – commissioned in January 2022 – will improve on the turnaround time taken to repair a helicopter as instead of three years, it took one year and three months to overhaul the first Mi-24. Locally overhauling the aircraft reduced the cost of transporting equipment, generated revenue, and provided employment to Ugandans (about 200 local workers currently) and facilitated industrial training for Air Force personnel. “With this facility, serviceability in the Air Force will increase and thus increase on combat readiness,” he explained.

Museveni said the helicopter overhaul “is another example of our excellent and longstanding relations with Russia, based on a convergence of interests that continue to bear logical dividend for Africa and Russia. I thank the Russian government for not objecting to our cooperation but supporting it. I also thank NEC and Luwero Industries for enthusiastically taking advantage of this good will and building this capacity.”

“I saw the potential of convergence of interests. We have no problem with Russia and vice-versa,” said Museveni. “I thank the Russian Government for supporting us and building the Mi-24 facility.”

He also appealed to Proheli to include the overhaul of the Sukhoi aircraft, adding that the latter will benefit from the broad African market using both Mi-24 and Sukhoi aircraft. The UPDF’s air wing operates Sukhoi Su-27 multirole fighters, as does Eritrea and Ethiopia.

National Enterprise Corporation (NEC), the production and commercial arm of the UPDF, entered into the joint venture with Proheli to set up the Mi-24 maintenance, repair and overhaul (MRO) facility.

According to the Chief Executive Officer of Proheli, Valerii Copeichin, the facility intends to be a one-stop centre for helicopter MRO, grow local human resources, manufacture electronic software for helicopters, and intends to manufacture a Ugandan-made helicopter using local manpower. “We are determined to work together with the UPDF to stabilize Uganda’s defence,” he said, adding the overhaul of Sukhoi aircraft will soon be an addition to the Nakasongola facility, which at present can overhaul Mi-8/17 and Mi-24 helicopters.

The UPDF has about a dozen Mi-24/35 attack helicopters in service along with several Mi-8/Mi-17s, several AB 206 Jet Rangers, half a dozen Bell 205s, and a couple of Bell 212 helicopters. Five refurbished Huey II helicopters were delivered from 2017. Uganda ordered six Mi-28 attack helicopters from Russia in 2020, and three were delivered last year.

Uganda is making great strides in growing its military industrial base and becoming more independent. NEC, in partnership with the United Arab Emirates’ Streit Group, in July 2022 opened an armoured vehicle factory (NEC-Streit Uganda Ltd).

In August 2018 Uganda officially launched an Armoured Vehicle Manufacturing and Assembly Facility in Maga Maga. Its first product was the Mamba-based Nyoka armoured personnel carrier, created in collaboration with South Africa’s Twiga Services and Logistics via its Ugandan sister company Impala Services and Logistics.

In October 2021, the UPDF commissioned the locally manufactured Chui (Leopard) infantry fighting vehicle (IFV), which is based on Twiga’s Nyati. The Chui is manufactured by the Armoured Vehicle Manufacturing and Assembly Facility.
