I have said in essence what you have highlighted in the bold.

The MRI scan gives you complete accuracy with regards to bone fusion, that is not in any way in dispute AT ALL .

However, just as there are massive disparities in height among teenagers as they grow, with multi faceted reasons.

So you can also have have disparities with when complete bone Fusion among teenagers, will occur.

If you have poor nutrition, poor medical health care , poor infrastructure, deprivation factors that cause undue mental stress. You will not have the same bone Fusion occurrence as a teenager in the USA and or Europe. This is just common sense.

Add to that generics and race then you are using an aggregate projection not a specific one. In extreme cases of malnourished kids your complete bone fusion will occur much later maybe 21 or older .

This is not my opinion there is a myriad of peer reviewed academic journals on this subject.
