Npower Payment Neither Npower January Stipend, Npower February Stipend Nor Npower March Stipend

Npower Batch C stream 2 beneficiaries expending their Npower January stipend payment, Npower february stipend payment and Npower February stipend payment are to exercise patience they will receive their stipend.

I wanna ask,i have a Friend that did Biometrics but wasn't shortlisted as A Beneficiary but Successfully did the Validation.
Would he be paid?
