Economists say Kenya has no other choice but to extend its
begging bowls to different financiers.
Kenya has already received a nod from the IMF to access a
$433m (Ksh52.8bn) loan beginning December 2022 as part
of budgetary support.
The approval came after the government had started to
meet preconditions by June 2022, including implementing
targeted structural reforms and fiscal policies.

The reforms could lead to a massive hiring freeze , pay cuts
among civil servants, and tax increases . The government is
also planning to slash spending by Ksh300bn as part of its
fiscal consolidation.

Meanwhile, Ruto has started off a bundle of austerity
measures, scrapping electricity and fuel subsidies to relieve
the national exchequer and quell recurrent wrangles with oil
multinationals.

The IMF deal is the latest to help Kenya handle extended
drought and mitigate external shocks that left the country
with a tangible default risk. Between January and May this
year, its trade deficit stood at about Ksh666bn, a more than
50% increase from November 2021 .

Sinking in debt
The government is also in talks with the World Bank over a
new undisclosed loan under the Development Policy
Operations (DPO), which the government first tapped in
2019, having secured Ksh396bn ($3.2bn) ever since. DPO is
usually meant for financing development expenditures.

The IMF and World Bank loans , in addition to more aid from
the African Development Bank (AfDB), which is still being
negotiated, will add to Kenya’s crippling debt burden.

Imf doesn't cause the disease.They just have tough treatment regime which assures creditors that their money is not lost n that imf credibility.
