He has been a long time business partner of Tinubu and his firm - Chougory Group was behind Eko Atlantic project in Lagos.
I wouldn't be surprised if he help fund Tinubu's Presidential campaign. Gilbert Chougory is also known name as business advisor to many international leaders. He is presently handling a project of Building a US embassy in Lagos.
He is a pure breed businessman. He put his funds in governments around the world where he knows he will get business contracts. Becoming the 2nd most powerful person in Nigeria is what I strongly doubt.

It is just like saying Indimi was not one of the most powerful during IBB regime. Nigerians leaders use something called fronts.

There is a reason why Indimi and Alakija are of one the richest in the country and the world due to their closeness to the IBB family.

Tinubu is now in control of oil blocks, concessions, ports and CBN.
