I graduated with 3.75 (Second Class Upper) in Health Education and I intended applying for Master in Public Health in Canadian university but someone told me that my CGPA of 3.75 will not get me admission since it's not up to 4.00. Then, the person advised me to go for Diploma program and I don't like Diploma program.
Please I need your advice on this. Thank you all.
Why not Google search the school first contact them & get genuine information

The visa application is quite confusing, especially since I'll have to apply for study permit and COA from Quebec.

Try and connect with those that got admission into a university or college in Quebec. They will direct you.

Your case is simple and straightforward. You didn't show enough proof of relationship with your brother.
Submit your brother and your own birth certificates.
Attach pictures btw you and your brother.
If there are evidences to show previous commitments from your brother gifting you money, attach receipts as much as you can.
Notarize the sponsorship letter.
If your brother can make a deposit of your tuition and attach receipt and evidence trail to show the payment was made by him that will even strengthen your case further in your next application. However, you can still go ahead with the last point. Just ensure the other points earlier stated are addressed.

1. First Application and first refusal, 12th January 2023 and 4th February, 2023 respectively.

2. Second application and PPR, 11th May 2023 and June 3rd respectively.

3. I already did biometrics and medicals for my previous application, so I frontloaded everything and added more documents.

4. I am self sponsored.

DOCUMENTS SUBMITTED.
1. LOE
2. Notarized Affidavit of Return.
3. Birth certificate of mother and siblings.
4. Letter of introduction and recommendation from workplace.
5. Study leave approval letter.
6. Wife's International Passport.
7. Wife's PR Card.
8. My Cv
9. All Educational Certs and transcripts, birth certificate.
10. Wedding and family pictures.
11. Notarized 3 lands documents (Power of Attorney)
12. Affidavit of Self sponsorship.
13. Affidavit of Return.
14. MyBankStatement.
15. Bank Reference letter.
16. Proof of fund documents. (Document of land inherited and sold)
17. Tuition fee Receipt.
18. Employment Letter and Work ID.
19. Notarized Payslips.
20. Letter of Support from wife.
21. Wife's statement of Account, payslips, work ID.
22. Marriage cert.

School is Sheridan College, for September 2023. Postgraduate Certificate Program. 1 year...

I did notarized sponsorship letter in the last application. I added my brother attestation of birth/ age declaration(in place of his birth certificate,cos his birth certificate was missing) added a recent pic of both of us, he paid 11500cad for school fee deposit already as at the Last application and I added a notarized gift deed, 2 transfer proof of 400k each to me in the past as past evidence of financial assistance and a notarized affidavit of relationship... I guess m good to go..

My brother from what you wrote, it seems you did everything right, I don't see any gaps here. I will say reapply and explain again through an LOE. If they deny based on this reason again, go for Judicial review. Lawyers will like this case cos it looks straightforward.

Kindly enlightening me on this issue.
I'm planning to go to Canada for study but I'm planning to leave my children with my Parents. Someone said the VO might not approved my visa, that they will questions me for leaving them with my parents and not taking them along.

I am confused. You did all you listed above in your previous application and was still refused or you are listing what you plan to do and reapply.

Reapply with a proper LOE, sometimes the VOs could miss out things. Attach everything concerning your brother from notarized sponsorship letter to previous commitments, pictures, birth certificates of both of u, etc attach them and upload both to the POF section as well as the client information section just incase the VO dey sleep.

There's a second option though.
You can apply for upkeep allowance using the form A process. But there's a limit. 1k or 1k5 dollars per semester depending on your bank. You'll also have to be in Canada before you can apply. And only God knows the processing time.

Ohh, there's a 3rd option.
You can apply for PTA. Some banks give as much as 4k usd. The minimum is 2k. As a student some banks might not require you needing a return ticket, others will. Also, there's no guarantee you'll get it

Fallacy!!! Run from such person. The minimum CGPA for Madters admission is 3.50. Just ensure that your profile is competitive enough to stand others.
Note that if you are going for a masters by research, ensure you have some research experiences and also contact professors.
Try all your best to do some professional courses in your chosen field on Coursera or other online platforms.

In the previous application I didn't add birth certificate or attestationof birth of my sponsor, I added just his international passport in the last application. I didn't add notarized affidavit of relationship,I didn't add a notarized gift deed document , I didn'tadd recent pic of my brother(sponsor) and I and lastly I didn't add any proof of financial assistance in the past.. All these i added now as I plan to submit the application in few days for September intake.. I have a strong feeling that I will get my visa approved this time cos I dotted all the i's and crossed all the T's and I also quoted the gcms reason the immigration officer gave AND I did a LOE to list the new documents and pictures added to tackle the previous refusal..
