The fact that Tinubu rejected the EU report of the 2023 presidential election does not isolate the fact that the election was flawed with massive rigging and evil bias of INEC. There have been demeaning evidence on the credibility of INEC as an election umpire. Yes sir, flawed can mean that the purported "winner" did not actually win the election.

It depends on the extent of the imperfection.
If the imperfection means manipulation of figures for a particular candidate
denying citizens from voting for their candidate if it's not the "winner"
and so doing preventing other candidates from getting votes,
and also threatening people but to vote for a particular candidate,
Then yes, it means that the "winner" was not validly elected.

And let me just divert, the US election was perfect. They recounted votes in disputed places on live TV when Trump went to court and found it the exact same.
