Subsidy was brought in by the Gowon administration in 1973, to protect Nigerians from the effect of the high fuel prices brought about by oil price increases due to the OPEC increasing crude prices as a form of revenge on the West for backing Israel during the Yom Kippur war

Why is our refineries not working ?

Roughly speaking, a big issue with subsidy is that the price of fuel is kept too low for refineries to be profitable (we do explicit subsides, not implict subsides, which is what we should have done from the word go...). As a result, refineries lose money.

Also constant rising costs of production means that subsides paid to cover resultant losses from selling fuel below production costs means that as a reuslt, refineries lose money, and don't earn enough to pay maintenance and upgrade costs.

(As a corrollary, don't do maintenance on your car for the next 5 years. It would run, but then it would soon fall apart).

Also, free subsidy money, means more money to loot and steal..

All that damaged our refineries (Add the fact that big people soon saw there was profit to be made importing fuel).

See the figures from 2010 and 11, when fuel was N65 and compare to 2012 where fuel was now at N97.

Also see 2015, when fuel was N87 and 2016 WHEN it went up to N145.

Go and analyse the figures for US subsidy on agriculture and tell us why it's bad as well

Are you not seeing that the economy is crumbling and something urgently needs to be done and whatever they are doing now is not working and except we just want to defraud ourselves I don't think that returning subsidy will be costing us much as 700billion as you are envisaging. My proposal is to subsidize it to between 200 or 250 naira and this will give the government the breathing space to at least stabilize the ship and most importantly for them to go to the drawing room with qualified professionals and then come up with working policies and palliatives and other solutions to tackle the challenges of the nation. Retracting is not a crime in fact it is a sign of great leadership quality,even supreme court's and revered scientist all retract all the time if you find out that a policy is not working you revisit it

If we return subsidy, the costs will be higher than they were a few months ago, meaning we could be spending as much as 700 billion on subsidy a month. If not more.

Adding that on top of our debt burden, and our limited revenue from oil is going to impact our economy in ways you won't love.
