Every job has a code of conduct. They broke theirs. Just as it's against the code of conduct for a lecturer to have an affair with his student so also it's wrong for a police officer to have sex while on duty. Even begging for money like our police officers do is an act of misconduct. They should beg without their uniform and see if anyone will give them money.
