I have a lot of very intelligent people from his tribe in my circle and they would agree that standards are falling in the SW. The SE is not impressive either. 49% poverty is way too much. But when you factor that the SE was the poorest region in Africa with about half it's children suffering from malnutrition, then it begins to look like a miracle.

Governors would rather give lower values for IGR than give accurate values. IGR is a pointer to how well your economy is doing. It means the economy of the south east is largely unorganized and smaller than what is given. You are the same person that said California was poorer than Texas. Even an idiotic child who knows one or two things about America should know without checking that California is richer than Texas.
