Train used to pass under one of my lecture halls, it does not vibrate. I don’t think the office building should vibrate.
They should be asking why other buildings don’t vibrate.

The spacing for the old asbestos is wider n p.o.p needs its own at short intervals to avoid cracks n sagging due to it's nature(components it's made of)
