ANSMEDIA: Hopefully, the anti-touting efforts and other strategies to streamline IGR collection will yield fruit and block the massive leakages in the system. Anambra with the volume of commercial activities in just its key urban centers of Onitsha, Nnewi, Awka, and Ekwulobia should be performing somewhere ranked between Delta and Oyo. I am glad that efforts made to block obvious leakages of IGR through the removal of touts in IGR collection and increased use of POS payment systems have shown progress. But a lot still needs to be done in this area to capture at least 75% of government revenue. 3 Likes |

ChimaAdeoye: In this digital era, states are in a haste to setup tax identification systems to tax payers without looking at the other role of government which is SERVICE DELIVERY! An ID should not just be for tax payments but for social benefits. An Id for a child for example can be used to gift and track subsidized school fees, track immunizations, etc. An ID for a mother can deliver public antenatal care, drugs, etc. For residents it can provide access to subsidized state transport. An ID system should provide govt not just with a view on IGR but a fine grained view on how public services are delivered. I want to see charts not on IGR but how much each state spends per resident on education, health, waste collection, on roads, water, etc. 2 Likes |

abuzz33: You made a good point about having a tax ID system that also qualifies residents for some social benefits such as free or subsidized ante-natal or other medical services. This is an excellent proposition in a country where proper identification of individuals exists and the people honestly want to pay their taxes to support the overall good of the society. That atmosphere is still very much lacking in our society. The issue of properly identifying people and preventing people from using other people's tax ID numbers to obtain services remains a huge challenge. Perhaps with the NIN or BVN numbers, individuals can be properly identified. However, I still see a lot of room to use other people's NIN or BVN to access services by those who are not paying taxes. There is still a huge mistrust of government and its institutions, especially in the hitherto neglected commercial cities that were never state capitals. Thus, people in commercial cities resist paying taxes no matter how little. Can you believe that Enugu City (not Enugu STATE) generates more IGR than Aba or Onitsha commercial cities? Meanwhile, Enugu city has just about 20 to 30 percent of the volume of commercial activities in Onitsha or Aba. The biggest challenge in Anambra and Abia states is that an average trader absolutely hates to pay even one kobo in taxes to the government. This attitude perhaps started in the past when successive governments neglected the commercial urban centers of Aba and Onitsha. Thus, the traders also resolved never to pay any taxes to the government. However in the current dispensation, we have seen these two states begin to pay massive attention to their commercial cities, thus it is time for traders to reciprocate the gesture and begin to pay their fair share of taxes. Soludo will be one of the greatest Anambra governors if he succeeds in the current effort to rebuild the hitherto forgotten major roads, especially in the commercial cities of Onitsha and Nnewi. ChimaAdeoye: The focus on tax without benefits is why people don't pay tax. Tell the Onitsha trader that all tax goes to a pot called Onitsha Roads, another pot called Schools in Onitsha and another called health care centers and public hospitals in Onitsha and watch people pay. That's called bringing govt closer to the people. Same goes for Awka, you have estates like Udoka, Ngozika with multi million naira homes and rubbish roads. But if you charged every property in those estates a one time road development fee of 2m and an annual road maintenance fee of 100,000 a year then those estates would have befitting roads. You cannot tax cities to build rural roads or bridges in the middle of nowhere. Tax should stay local. Markets should be taxed to evacuated their rubbish, police the perimeter not taking it from FAAC. Same goes for commercial roads. All shops along those roads should be taxed to clear the gutters then they would not be so filthy 6 Likes |

If the traders in these commercial cities are convinced that their taxes are used to fix their roads, hospitals or schools, and they are not stolen or diverted to other towns as it was done in the previous regimes. The traders should reciprocate the good gesture by supporting government through paying taxes. If these hitherto forgotten and abandoned commercial cities are now being massively rehabilitated and rebuilt, government deserves to be supported in continuing this new developmental strategy that now includes our commercial cities. ChimaAdeoye: Awka has not seen the type of infrastructural development that befits a state capital outside cosmetics. Onitsha till date still has far better and a wider road network than Awka. So the question is what has ANSG done with it's capex year in and year out. It is why I think a very different approach is needed. I advocated before for agencies like ACTDA to run the cities totally funded by locally generated tax and state counterpart funding. If 30 billion is raised from Onitsha by Onitsha Capital Development Agency then let it be spent there. Roads are ancient technology. What you need are competent city managers who live and breath in those cities because they know what and where the problems are. Right from Obiano, Awka became the fastest developing city in Nigeria aside Abuja, and I am happy that Soludo is advancing the city the more through coordinated wide urban road networks and overall infrastructures , same thing is happening in Onitsha and indeed in all the major cities and even the hinterlands of Anambra. abuzz33: We need a database that will capture all the existing business in Anambra state and their capital values so we can tax them accordingly. Many people make insane profits under the table and benefits from the state but they dont pay a kobo to the state, yet they are busy criticizing the government. We need to know who and who lives in Anambra, how many children do they have ,what do they do and their incomes. Anambra state government is losing a lot of revenue because people take advantage of our porous revenue system. I thought this problem should be resolved by now but it seems it has overwhelmed Soludo. Everyday he is coming up with different task force but none has met the expectations. I thought that I came across a post here when someone was saying Gov Soludo with the ANSG was planning building a Film Village? Has the plan been shelved as usual? Lagos State Government is about building same. How is it that everything Gov Soludo promises to do, he never follows up? While Onitsha Market was deliberately left to decay with no plans in sight to transform it into a modern commercial city, Delta State Government was busy pimping Asaba to corner the commercial activities Onitsha was formerly known for. The usual turning a blind eye to everything. You take a look at Awka Capital, there's nothing there in the resemblance of a capital city. Awka doesn't have to start and end with the Enugu-Onitsha Express and its Three (3) Obiano Bridges. We have ACTDA that is supposed to do exactly what FCDA does in Abuja but nothing is seen to be working other than the periodic allocation of lands to private estate developers for their own interests. Is anything wrong if Gov Soludo creates districts just like we have in Abuja where the ANSG can plan, design, and build the Dubai-Taiwan prototype? We don't even have to go to Dubai or Taiwan to get the requisite prototype as Abuja is always a case study if we want to get it right. If it is greenery we want, Abuja has it. If it is roads with walkways and bus stops, Abuja also has it. You visit some locations in Abuja and you find that all the electric cables are underground. Proper waste management and water supply, Abuja try for the porsh areas too. There are roads with setbacks as institutionalized in the Abuja Master Plan. You come to Anambra, every building has shanties attached to it as makeshift shops. You won't know which area is for Residential, Commercial, or Mixed. Every little space is a market. No setbacks, no greenery, no nothing! Abuja is called the Federal Capital Territory (FCT) but we still have Federal Capital City (FCC) within it where every other development stems from and spreads into the hinterlands. Can ANSG not replicate same? Can we not decide to go to a virgin land, if Awka indigenes are making it impossible, and deliberately build our own Awka Capital City inside the Awka Capital Territory? You see a picture of Awka, you see local villages just like the villages of everyone of us here. "Some of our villages sef dey planned pass the Awka sef". The worst part is that Gov Soludo even live(d) in Abuja and he has lived overseas as well. Can the ANSG not, as a matter of urgency, begin to develop the new Awka Capital City from the Government House axis by dualizing the roads to where he wants to be known as the new capital city? Are there no Town Planners in Anambra State? Is it a crime if we have neighborhoods planned like Maitama, Asokoro, etc? If Abuja is a "Tug of War" for us to model our capital after, can we not visit Akwa-Ibom and copy from them? ANSG talks of planting trees, I haven't seen one Elephant Grass planted anywhere. We speak of road construction here, Gov Otti is constructing roads with street lights and road markings. JB is currently working in our backyard yet we can't even summon the courage to either approach them to even give us an estimate for for construction of any important road or the channelization of drainages in the Onitsha metropolis. "Na only talk we wan dey talk?" Is there any road in Anambra with a designated Bus-Stop? No plan for public transport system while we have one of our own in the person of Innoson. Can ANSG not partner with Innoson to produce for us special CNG buses with ramps for people living with disability? What is the benefit of having our own Innoson if we can't brandish our own unique custom made buses? Thank God for the new roads with walkways that are not even friendly to people living with disabilities. But, Charlie still try small sha! To be frank, I don't think we are serious. Obiano finished his own and ran to the U.S where he can walk comfortably his dog on a well paved street with greenery and walkway without being afraid of getting knocked down by an accelerating muscle car. Try walking even a brown dog along any street in Awka, both you and the dog will be the same colour of the mud in the street. I am beginning to conclude that Awka was deliberately left to be slum because all the governors didn't want to elevate it to the status of a befitting capital at the detriment of their own home towns and LGAs. "Make una tell Gov Soludo say time dey go o!" It took ANSG 15 months to construct an airport but it has nearly taken 2 years to even complete the Avio Bridges that had been paid for. Soludo is working in almost all the LGAs in Anambra, he is also expanding infrastructures in all our major cities. Awka is the fastest and best developing city in igboland with worldclass infrastructures like flyovers, best and biggest ICC in Nigeria, worldclass Awka millennium city, etc. thereโs no SE state capital thatโs better than Awka. Owerri and Umuahia are more or less a glorified villages and doesnโt look like what a state capital should. Enugu has been developing since colonial era but it is still a big village. Anambra has the best public and private infrastructures in igboland. Anambra international airport beats all the other airports in igboland. Anambra has the best and finest Human Resources, Anambra has the largest economy in igboland, Anambra is the Lagos of the eastern region. Anambra is where other SE states like imo and ebonyi migrate to for greener pastures. Anambra stands out as the giant of the eastern Nigeria.
