The World Bank and the IMF specialise in giving loans to non-western, third world countries only to keep them poor. It sounds like it does not make sense but if you do more research on this you will find out what I mean. Though that does not mean our government should not be wise enough to try to make good use of these borrowed funds by just trying to do the right thing (even though they may encounter manipulations from the WB and the IMF). All in all these guys are happy to give out loans to countries that they know will never be able to pay back or go as far as making sure that these third world countries will never be able to pay back. Its a complicated web but it benefits the western countries in the end.
