Everyone should have water bottle to collect water and drink as needed. How many developed countries buy water in sachet? Seems you do not know only state water works can process large volume of water and pipe. Do you even understand the cost and bottleneck of piping water through streets to houses, breaking up roads to bury pipes to buildings for delivery on an already developed environment? Seems you do not know back in the day there was piped water to houses around.
The question you should ask is why it was abandoned for personally owned boreholes. Are Nigerians, you and i in perticular willing to pay water bill, joined with others eg electricity bills? What about the logistics of monitoring who is "tapping" water for free?
This your suggestion already works, but in recently constructed estates eg vgc where you receive water bill for potable water.
