Russia has proven itself, can't say that for Iran because their air defence and force kinda looks weak and if you can't win the air battle, you have lost even before starting the war.
This is what Russia observed that NATO doesn't go to war if they are not convinced they will win the air battle, reason why any country they want to invade, they always impose the no fly zone there so as to pound the country to rock ages.
The western backers are very very very brutal and if given a chance, they won't spare anything.
We have see their handrighting in Gaza, Sarajevo, Bosnia, Serbia, Libya etc.

The reason why they are still unsure of how to hit russia is because they are really not convinced they will win the air battle and even if they would, Putin is ready to go dirty.

I can tell you for a fact, Iran is underestimated. What the west are trying to do is to understand Iran and know how to go about it. Iran was heavily sanctioned and prevented from buying weapons. She made her own! So the west are skeptical to be honest. They are trying to understand Iran.
