Identity card is good but without identifiable adresse is useless. In Europe Laws are being made for identifiable address. Without adresse its difficult to locate anyone. Laws are being made. Within 7 days of arrival one should have contact adress. And immigration police will confirm the address. With this measure crime is somehow reduced. Anyone without address the finger print should be stored in the datenbank.
