This is reported by the American Institute for the Study of War (ISW).

According to the report, the North Korean military operates 10 engineering brigades and TV Chosun estimated that deploying three or four of these brigades to occupied parts of Ukraine could earn North Korea up to US$115 million annually in unspecified foreign currency from Russia.

Russia's mercenary pool is probably drying up. Having to import 3 or 4 brigades from North Korea is suggesting Russia is losing alot of men and need more men in the frontline.

Hmmmm

it a UN police program thus he is allowed to go.

The U.S. announced sanctions against Kolokoltsev and other top Russian officials on Feb. 25, 2022, the day after the full-scale invasion of Ukraine began. Despite being sanctioned, Kolokoltsev does not appear on the U.S. Treasury's list of individuals barred from entering the U.S.
try and tone down the propaganda he was sanctioned but wasn't ban from entering the USA.
