National Assembly Grants Full Autonomy To The 774 Local Governments Of Nigeria . by mamaafrik(m): 11:47am On Jul 03
The National Assembly on Tuesday, granted full financial and administrative autonomy to all the 774 local council authorities across Nigeria by amending section 124 of the nationโ€™s constitution.

The section provides a consequential provision for the making of the local councils, a full third tier government without undue interference from the state governments.

The amendment was one of the 22 others approved by the House of Representatives last week and ratified by the Senate on Tuesday.

Both chambers had through a conference committee harmonised versions of the amendments into the constitution carried out by each of them last month.

By the development, the National Assembly had ratified all the 23 clauses and sections that had been amended by both chambers.

The newly amended document which would be sent to States Houses of Assembly, for approval, also approved the creation of the Office of Auditor General of the Local Government as well as the State Local Government Service Commission.

The section equally deleted the State
Independent Electoral Commission (SIEC) from the constitution thereby vesting the powers to conduct council elections on the Independent National Electoral Commission (INEC).

But how will states that has rolled out fund for local govt election get back the funds.

Tinubu abeg sign this one sharp sharp and kindly remember to add the anti grazing bill, i know that is one of the reason the fulani's are ganging up against you, the ignorant ones are calling it the north gang up without looking closely

One of the clauses that will surely be rejected by the states houses of assembly is transferring the responsibility of conducting local government elections from SIECs to INEC. Those SIECs were created by the houses of assembly in the first place and it will seem like oppression on them for the National Assembly to strip them of that power of oversight.

It's not about the President signing it into law.
There must be 2/3 majority from each of 36 States of the Federation HoAss, agreeing to the amendment.
This amendments have always been from the days of Obasanjo to Buhari. But when the amendments gets to the State Houses of Assembly, the governor would instruct the rubber-stamp House of Assembly to throw it out. It will never see the light of Day.
I remembered in the last administration, they were 18 states that agreed to the amendments.

In my State, Rivers State, Wike instructed the house that the Bill should be thrown out.
I could remember Wanosike, the Ikwerre LGA Chairman saying publicly that they don't want any autonomy.

So it's a complex situation.

Federal government wants to create an appendage in the local government in the name of autonomy. Imagine INEC conducting local government elections, and you call it autonomy.

Does it matter who conducts LG elections? The one INEC conducted last year, have Zombiedients accepted the result that their Pandora fraud finished third like the third-class material that he is? LG autonomy does not in any way guarantee development at the grassroots. With the peanuts they get from the federal allocations, all they will do is paint the council compound and share the rest among themselves.

The backbone of the financial power of Nigerian Govs has been broken, along with a decent chunk of their political capital. Without the ability to appoint/sack LGA Chairmen through the SIEC, they can no longer just order them to come and sign over their allocations to the State anymore! cool

With or without LGA autonomy, the governor can still do what he wants to do, as far as he is the governor, he can have a commissioner who will be in charge of all the local government, any money that enters the state, the governor will no. They will be autonomy for mouth, but not financially. That is one aspect that the governor is bigger than the fedral, what they have to just do is that, they should speak to them(govt.)

They have done this before during the buhari administration but the state governments refuse to assent to it.

State governors won't be comfortable with that section of the bill cause they know that inec which is not yet independent can easily be used to rig the local govt elections in their states.
