Shikini: Highest producer of oil and yet, don't have a functional refinery even though billions are claimed annually to maintain them 😂 Imports fuel abroad and then spend trillions on thieves in the name of subsidy 😂. It's actually an insult to Africa that a country as Nigeria won the bid. How can you be the highest producer of crude oil and can't process it in your country?
