Jesus is saying that God gives us faith in order that we use this faith to do certain things. The servant who made certain that he did not lose his money in any sort of speculative business venture is the religious person who thinks that merely having faith in God is enough, and does not understand the obvious, that God gives us faith to serve him (principally by loving others). And merely holding this faith in God is not anything like good enough for God.

He tells his followers this because he has just made a gesture of love and forgiveness to a man considered repulsive to most Jewish people of that day, a publican (who was considered something of a collaborator with the occupying Roman army).
