Israel has not allowed the Palestinian authority to rule in peace, literarily blockading them and not allowing them to have control over their citizens. They have surrounded them, impose tax on them and places several restrictions on the. Even the territorial waters of west bank are limited. Also, Israel continues to protect illegal Jewish settlers on palestinian lands, Jews who contradict UN ruling. But Fatah is peaceful, why didn't Israel give them freedom to rule their people in peace? Why is Fatah not allowed to have a police and arm itself to impose order in its territory? Why does Israel continue to take lands from West bank every day?

So Russia cannot arm Hamas and the Houthis but US could arm ISIS. My friend I think you have forgotten how ISIS rose due the the US funding of anti government elements in Syria to overthrow Assad. Some of the people that America gave weapons turned out to be ISIS and Alqaeda associates. American guns ended up with ISIS.
