Flour is imported and prices of bread has remained more or less stable over the course of 3 months despite foreign exchange movement.

Within the same time, prices of locally made staple food have doubled if not more. Example: Beans, Tomatoes, yam, potatoes, garri.

This is so because there is extremely low supply of those food items.

Without foreign rice competing with local rice, what do you think will happen to its price given that the price of other staple food has increased significantly? But then, there has been no sharp price movement in rice because its supply has been relatively stable.

Economics is not hard.

The FG is making essential food items and materials import duty free and granting some tax waivers.

For example, Wheat has a 70% import duties on it, I think Rice has a 90% import duties or so. This duties automatically double the price of the commodity from the initial price the importer buy it from.

While the policy won't fully crash the price of things, it will reduce the prices of those commodity.

The govt need to find a way to make the exchange rate go down significantly though.

Like Larride said, the government needs to find a way to keep FX rate stable. Also, importers can only import just the quantity people are willing to buy, so demand controls importation.

For example, car importation dropped significantly because Nigerians can't afford Toks cars. But I believe with tax waivers granted on imported grains, we will have some hunger relief while the government works round the clock to fix other important economic issues.
