Naira to Aud is at 1,070.

One semester school fees depending on the course of study cannot be less than 16,000Aud plus health insurance, living expenses, and air ticket.

To be on the safe side, your sister must be prepared to pay one year school fees so as not to put herself under unnecessary pressure. This is about 32,000Aud. Convert this to naira you have about 33million naira.
