A lot of people don't drive. A lot of older people no longer drive. A Lot of young people don't drive, esp those that grew up in the city. So, no, not everyone has a license. In fact it's the very poor who usually don't have a license because they can't afford a car.
A lot of people don't bank. A lot of people cash their checks at check cashing places. Again, it's the very poor who don't bank usually because they can't get an ID or messed up their Chexsystems report so they can't get a bank account.
A lot of people don't drink or smoke, so no need for ID to get that.
And to get an ID requires you to have identification (Birth certificates, etc) you may not have or takes time to get. And then when you do get it, it requires you to usually take a day off of work to go wait in line to get the id. I'd consider that a poll tax esp. if you are an hourly worker. And if all you need it for is to vote, people may choose not to get it and not to vote.

That is the perspective most Dems are viewing this issue with. No one is inherently against ID to vote, but they are against roadblocks being put up to prevent people from exercising their right to vote. I am comfortable with ID as long as the state makes it as easy as possible to get, even having people come to your house to help you get that ID or provisional voting and then an easy process to verify the person without an ID.
