Also, that picture was taking in 2010 when Biden was VP and not running for anything. As commander in chief that is literally part of the President's (or when delegated to the VP) job.

At the minimum you should be googling the things you hear online. A friend was telling me they are teaching classes in highschool now on how to spot disinformation. It may be helpful to you.
