How is it an insult? You are going into a foreign land and English is one of the major global languages.
Ok assuming you get to a foreign land and they ask you what is your mission in the country but you can't respond and then they put you in prison, then you will be sending us videos from the prison, shouting racism, black life matters etc

This issue got exacerbated when Buhari took over. They realised that our president couldn't even speak clearly in English so hoe can you the ordinary citizen convince them you could speak better?

The truth of the matter is that, Many Nigerians don't know how to speak and write in English.
On paper Nigeria is an English speaking country, but in reality Nigeria is not an English speaking country.
Many Nigerians even the very educated onces can't pronounce English words properly, let's leave pronunciation at side, their written English is very bad.
The issues I have with all these English people is that their English text exams are very expensive take the n Nigeria, the government should look into it.

1. Most Nigerians have very poor command of written spoken and written English even after school. Our English proficiency was top notch in the 60s, 70s and 80s even with little education then. And these guys almost never denied anyone visa because English proficiency.

2. Commonwealth union is no longer as together as before. Many people are on their own now.

Just a test like IELTS is now the best criteria to measure one's intelligence ? Ask them, why English test if not for money. In school, people failed English and still graduated tops.

Some Brits also speak bad English. It's all over the world.
