In my own layman's mind, I'm wondering that if it's just malfunction of the landing gear, shouldn't the crash occur close to when they're about to land and as such at a reduced altitude with less casualties?

Landing gears do malfunction at times. This is an unforeseen situation beyond the control of the pilot. May their souls find eternal rest. He slammed on a concrete wall, which was not even suppose to be there,
Going of the runway was his best option
After carefully analyzing the video, the front landing gear for steering was also never deployed, it was not possible to go off the runway
