First of all, the nigerian government does not farm or sell cocoa. So, that the government earned $10 bn is rubbish from that perspective.

These farmer inturn pay duties, taxes to the nigerian government. Across the cocoa chain, the government has made 10 billion dollars of a 200 billion dollar industry.

anyway, your source clearly says:
