There should be a law that there should be well-maintained toilet facilities for the public in ALL public buildings, or buildings where people generally have access to. This will help a great deal.

Once this is done, then it can be made illegal to defecate or urinate outside, and the person should be charged with indecent exposure as well. But if this is not done, then abeg free people jaare, who can resist the call of nature?
