99.999% of folks with basic English reading and writing comprehension would not in any way think that the above statement refers to any person or persons, instead it referred to cities.
There are many primitive tribal enclaves or communities all over the World, in the east, there're communities that are 99% Igbos, same in the west where you have communities where everyone is Yoruba, and in the north I have seen many of them too. But for a community to shade that garb, it has to have residents of all tribes, religions, and classes living and working together in peace.
Think about New York, London, etc. Leadership of these cities are not based solely on ethnic or tribal sentiments, and Lagos is getting there.

Cities don't function on their own. People make up cities. And in this context, you were referring to those from Lagos and other Yorubas. Well, my dad is from Lagos, and I'm also Yoruba. Evidently, you were throwing stones at me as well. Hence my retort.

If you don't have a proper grasp of the English language, you better start learning now.

No, you are wrong. Umaru Altine, aka Baba Ngiri, was elected on the platform of NCNC. In fact, an Igbo lost to him in the NCNC primaries. He was a very popular man because of his philanthropy. He was into cattle and transport and at times he would use his buses would carry people free of charge. Hence it was easy for him to win the election. So, the British did not select him. In fact, by 1956 the British had stopped selecting people for positions in Southern Nigeria.

You are the one who should come up with link to prove your argument that he was selected. If you did Government in Secondary School you would know of the 1954 Lytletton Constitution in Nigeria and its provisions.

Do further research on your own. In fact, do a google search on Alhaji Umaru Altine.
