well in a state of emergency military rules apply, in its absence, civilian laws apply, for example, the military cant impose a curfew or temporarily restrict the wearing of the hijab if and when they see fit under this setting, why? Because they are not truly in charge, for that you will need authorisation by the state's legislature and gorvernor and good luck with that and peradventure they even did that it would come too late and boko haram would just change tactics whose coping mechanism the legislature would have to debate on again besides which whatever decisions taken could be challenged in court.
Does this scenario look like one in which the military, police, security agencies and by extension the FG would be able to be on top of given the nature of the conflict being non-conventional?
Bottom line is, boko are rams can adapt faster than the security forces and it isn't the presidency's fault.
