The best option to stop Boko Haram is what Jonathan's govt is doing: build schools to educate the almajiris who are potential recruits for Boko Haram. almajiris make up the largest number of voters for Buhari. many decades of bad governance by Buhari and his successors saw to the growth of almajiri culture in the north.
