when u steal in Govt isn't it a breakdown of order of Govt or is stealing a norm in govt

steal is an aspect of the breakdown and should be treated as theft..in nigeria,politicians dnt just steal,the engage in project racketeering,falsification of documents,nepotism,favoritism,divertiön of funds e.t.c.stealing may be an aspect of a corruption case but not all stealing may be prosecuted under corruptiön cases they can be treated as purely theft cases..
